    SEEFOR is an acronym for State Employment and Expenditure for Results Project.

    The objective of the Project is to enhance opportunities for employment and access to socio-economic services, while improving public expenditure management systems of the participating states.

  • 3. What is the scope of SEEFOR Project?

    The scope of the Project involves creation of employment for unemployed youths through value chain of activities in public works such as road and drainage maintenance, waste collection and disposal; providing grants to the six technical colleges, vocational and agricultural training institutions in Rivers State; providing grants for community driven development projects and; supporting the public financial management reforms in the state

  • 5. How Many States are involved in SEEFOR Project?

    There are four Niger Delta States involved in the project. They are Delta, Edo, Rivers and Bayelsa.

  • 6. How is SEEFOR implementation funded?

    SEEFOR is funded through the assistance of the World Bank and the European Union with participating states paying their counterpart funds.

  • 7. Who are the expected beneficiaries of SEEFOR Project?

    The beneficiaries of the SEEFOR Project will be unemployed youths, technical and vocational training institutions, communities, women groups, farmers, youth organisations that will receive grants, students and teachers of the six Technical Colleges in Delta State as well as the Activity Executing Agencies in the state.

  • 8. How can communities benefit from SEEFOR?

    Communities that have Community Development Associations registered with the Ministry of Women Affairs, Community and Social Development are required to apply for grants to carry out Community Driven Development Projects and communities that meet the requirements will be selected and grants given to carry out such projects. Besides, under the economic sub-component of the Community Driven Development, Fadama User Groups/Fadama Community Associations will benefit from the project. In all instances, the communities will be responsible for sub-project identification, implementation and monitoring.

  • 9. Why should SEEFOR be implemented now?

    The SEEFOR Project is being implemented now to assist the Federal Government Amnesty Programme and other initiatives of participating state governments to ensure that sustainable peace comes to the Niger Delta Region and also support the Public Financial Management reforms of the participating States.

  • 10. How will SEEFOR impact the lives of Rivers people?

    SEEFOR will impact on the lives of Rivers people by providing employment for youths and supporting them to gain requisite skill that can make them employable. Selected roads and drainages currently in bad shape will be rehabilitated therefore providing motorable roads for vehicle owners and reducing risk for pedestrians. Grants will be provided to Community Development Associations to carry out some projects that will impact the lives of inhabitants of the communities.

  • 11. Is the government really interested in implementing SEEFOR?

    The Rivers State Government is the major sponsor of the SEEFOR Project in partnership with the World Bank and the European Union and as a result has been paying its counterpart funds.

  • 12. Who is leading the implementation of SEEFOR?

    The Ministry of Budget & Economic Planning is the parent ministry responsible for implementation of SEEFOR in Rivers State. The ministry has set up the State Project Coordinating Unit (SPCU) as her operational arm for the implementation of SEEFOR project in Rivers State.

  • 13. What are the Project management structures for SEEFOR?

    The highest decision making organ of the project in the state is the Steering Committee. It is comprised of heads of Activity Executing Agencies and other relevant stakeholders. There is also the Technical Committee comprising of focal officers from the various Activity Executing Agencies (AEAs) responsible for providing technical level coordination, monitoring and support for each component/sub-component and addressing key implementation issues. The State Project Coordinating Unit (SPCU) is responsible for the day to day running of the project. It also serves as a secretariat for the Steering Committee.

  • 14. Will SEEFOR Project take over the function of MDAs responsible for Public Works, Education, Agriculture etc.?

    SEEFOR Project will not take over the function of the MDAs responsible for public works, Education, Agriculture etc. but rather will work with them to ensure that the project is implemented successfully through their oversight functions.

  • 15. What is the implementation period of the SEEFOR Project?

    The implementation period of the project is five years.

  • 16. How do unemployed youths benefit from SEEFOR Project’s Employment opportunities?

    Unemployed youths will benefit from the project through self enrolment in designated locations under the supervision of the Directorate of Youth Development in Rivers State.

  • 18. When will SEEFOR become operational?

    SEEFOR has commenced relevant ground work for the full implementation of the project. The project will become effective as soon as the financial agreement has been signed between the FGN and the World Bank on the one hand and between the State Government and the Federal Ministry of Finance on the other hand.
